No job offer? Try these pathways to Canada.

Finding a job offer in Canada can be frustrating, however, there are a few avenues to explore which does not require a job offer or the need to start a business and leads to permanent residency.


Applicants do not need an Express Entry profile for the following provincial nomination programs or streams, but would need to write IELTS-General and have their education credentials assessed.


Saskatchewan - International Skilled Worker: Occupation in Demand


Skilled workers who meet the eligibility requirements for this stream and are highly skilled in an in-demand occupation can apply to this stream.


To apply for this stream, you must submit an Expression of Interest (EOI). Once your EOI has been successfully submitted, you will be entered into the EOI pool with other eligible candidates. The likelihood of you being selected for an invitation to apply (ITA) will depend on the score allocated to your profile by Saskatchewan. The higher your score, the higher your changes are of receiving an invitation to apply.


To confirm: if your occupation is on the list given above, you should not apply for this stream.



Manitoba - Skilled Worker Oversees


Application to this stream is similar to the Saskatchewan Stream. You would submit an EOI and the highest scoring candidates with a connection to Manitoba are invited to submit an application to MPNP. If the application is successful you can then apply for permanent residency.


Points are calculated based on age, language, work experience, education and adaptability.


While you do not need a job offer, you do need a connection to Manitoba through friends or family, previous education or work experience in the province or by receiving an ITA from the province through Express Entry.

Manitoba - Morden Community


Currently preference is given to Welders (NOC 7237), Industrial painters (NOC 9536, mechanical assemblers (NOC 9526) and woodworking machine operators (NOC 9437).


The community choose to support approximately 50 families per year to apply for permanent residency through this stream. This is about 5% of all applications received.


You can apply to this stream once you have determined of your are eligible. If you are selected you will be given a support letter and/or an invitation for an exploratory visit. You could need to prepare for an interview with an MPNP officer if the exploratory visit is part of your process.


Once you have received your support letter from the Morden Community, you can apply online to MPNP. The last step is to apply for permanent residency once the MPNP application is approved.

Newfoundland - Priority Skills


To apply for this stream you would need complete a questionnaire first after which you receive a score. Scores of over 60 are eligible to submit an EOI. Candidates with high scores and who have the most interest from local employers, may receive an invitation to apply. Once you have received an ITA you will submit your application to the province. Applying for permanent residency is the next step once your application to the province has been approved.


Only 250-350 ITAs are issued during the year.


In-demand occupations includes certain occupations in health care, aquaculture, technology and technical specialists.
